You could send them a full C&D telling them it's past the collection SOL...... but they can continue to report it for the 7 years. They are not breaking any laws by reporting it to the CRAs.
If it's past the collection sol, they can still attempt to collect but they can't sue you for the debt. If they did, you would have an affirmative defense.

Since this is out of SOL...... what I would do first is try disputing it off. If that didn't work I would DV the CA and IF they were able to provide proper validation without violating any laws..... then I would see if they would agree to a PFD.
