Default Collection Agency

Can a company (NCO) attempt to collect a debt that had fallen off my credit report (after 7 yrs) and have it re-listed on the credit reports?

No.. they can't do that.
If the debt is definitely over 7 years old. You should dispute it with the CRAs as obsolete and then send a FOAD letter to NCO.

In your foad letter ask them to cease and desist reporting this per federal law.If not sanctions will follow.Don't let them get away with this.

YES. Bottom feeders aka JDBs (junk debt buyers) are always doing this... and especially in this economy, a surge of old debts popping up makes sense since a lot of them are probably hurting financially.
You would be surprised how many people will pay because they are not familiar with the laws and have no idea that a debt that old can't legally be collected on.
