Can a company (NCO) attempt to collect a debt that had fallen off my credit report (after 7 yrs) and have it re-listed on the credit reports?

No.. they can't do that. If the debt is definitely over 7 years old. You should dispute it with the CRAs as obsolete and then send a FOAD letter to NCO. |

You would be surprised how many people will pay because they are not familiar with the laws and have no idea that a debt that old can't legally be collected on. |
