Yes, it's possible. As far as "new collection", that maybe indicative of a different entity reporting the collection account and not so much that the alleged collection account is a new one.

Be sure to look at the actual hard copy of your credit report to confirm that this new collection is actually on there.
You might also want to send an unknown debt type DV letter to the CA/JDB reporting this collection account(send it CMRRR and don't sign it, just type your name). Do not use the long DV letters posted all over the internet, keep it short and simple. Once they receive the DV, then dispute the collection account with the CRA via snail CM.
