Because they always try to collect even if they don't own it!They operate on fear and assume that people don't know the law.If you can deal with the oc then do that!If not remember cas get these for pennies on the dollar,so without a pay for delete up front,i would not take their word.In fact i would never pay a ca or a jdb.
