in my experience EQ will let you remove INQ's that are not associated with an account (ie if you have a (NEW) account with an institution they will NOT remove the associated INQ).
I have not noticed that they won't remove the INQ' if your address is associated with the INQ.
The INQ's for declines they have removed and they have also removed duplicate INQ's from the same institution where I do have an account with (ie I applied for a credit card from Alliant, already had a car loan with them, the "duplicate INQ for the credit card was deleted)
EQ has been allowing this for quite a while now (at least a year as far as I have seen)
