Question How should I go about handling this?

Hello:

I reside in New York, and I recently pulled up my 3 credit reports and have a question. I have about 10 negative items, but one definitely irks me. The collection amount is for $69 (yes, $69!!), that I do not recognize.
This item was last reported on 4/2009. I'm not sure where this item came from and when. I'm not sure who the Original creditor was, and the account # (credit report omits the last few #s) Who should I contact, the 3 credit bureaus or the coll. agency (NCO Fin/27)?

This is going to be the first item that I will dispute since its just so tiny and pathetic. Should I just rather PFD it and get it over with, or try to see if its a mistake on my CR? What should my first steps be?

Thanks in advance and sorry for such a newb question.
