Yes, you
can send the HIPAA letter with insert a and payment (MO w/restrictive endorsement) without sending the medical dispute letter, however, you would still have to send the "follow up" dispute to the CRA. You might consider sending the medical dispute letter at the same time as the HIPAA letter, or a few days after, as this might get you a faster deletion.
