The next step I would take is see if they are a member of ACA international and then file an ethics complaint. Tell them you want to try and resolve this issue without filing a lawsuit first. You will have to explain the situation, send them copies of the CMRR cards and CRs ......everything that you have.
ACA will FORCE them to respond.
