You can try contacting the OC if their name is listed on his CR. See if you can find out what the bill is for and why you were never contacted/sent a bill. Then if it is a legitimate bill, you can ask them to recall the debt and work out payments with them.
That's what I would do first before disputing............but you can just dispute it with the medical dispute letter instead if you want to.
